This year, 2022, is a significant milestone for Vanuatu Red Cross Society, as they celebrate 40 years since being established in Vanuatu.

This year’s theme is “ 𝗛𝘂𝗺𝗮𝗻𝗶𝘁𝗶 𝗜 𝗣𝗮𝘄𝗮 𝗯𝗹𝗼𝗻𝗴 𝗯𝗶𝗹𝗱𝗶𝗺𝗮𝗽 𝗩𝗮𝗻𝘂𝗮𝘁𝘂” ” VRCS recognize the power that comes from the voluntary service provided by our volunteers over the past 40 years.

They are planning two major celebration events:

1) A full day of awareness campaign 𝗧𝘂𝗲𝘀𝗱𝗮𝘆 𝟭𝟴 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟮𝟬𝟮𝟮 at Feiawa Seafront

Public Health in Emergency (PHiE) and ECV Awareness, Malampa Branch, Malakula Island

Nowadays, People living in conflict areas and facing disruptions in safe water and sanitation services are at risk of waterborne and vector-borne diseases, such as malaria, dengue fever, and cholera. People living in camp settings and areas hosting large numbers of displaced persons are especially at risk. Therefore, the Vanuatu Red Cross Society (VRCS) is working in close collaboration with the Ministry of Health (MoH) and the Provincial Health to implement the health activities across Vanuatu through an awareness to build the knowledge and capacity of the people to well-prepared themselves for an Epidemic and other health crisis.

The goal of the awareness is to protect and improve the health of the people and their communities as well as to prepare to prevent fatalities and injuries. The objectives of this awareness are to ensure participants understand: The basic of epidemics and why they occur, Concepts of risk and why they occur, the role of volunteers in Epidemics and how to stay safe, to strengthen the youth volunteers’ network and continually increase youth engagement within Vanuatu Red Cross Society and Increase knowledge of youth volunteers to teach and conduct Hygiene Promotion to help improve hygiene facilities and practices in the communities.

The aim and scope of the awareness are;

  • To promote personal hygiene, that is, build a hand washing station, etc,

  • How to anticipate the health impacts of different disasters,

  • Prevent the situation from worsening,

  • Promote recovery,

  • Taking immediate action when there is an emergency.

This Public Health in Emergency (PHiE) is facilitated by Denny Manvoi - VRCS Health Assistant Officer and Marie Harry Malampa - Red Cross Branch Officer facilitated the community awareness i.e., Epidemic Control for Volunteers (ECV) Awareness.

Participatory Approach to Safe Shelter Awareness for Staff and Volunteers (PASSA)

Participatory Approach to Safe Shelter Awareness (PASSA) for Staff and Volunteers is a participatory approach preparedness tool that helps develop local capacity to reduce shelter-related risk by raising awareness and developing skills in joint analysis, learning and decision-making at the community level. The application of PASSA is particularly useful for gender mainstreaming where shelter risk is often viewed through different lenses by men and women. Thus, a more holistic picture of shelter risk is obtained and can be addressed. Furthermore, PASSA by its nature can enhance social capital, reinforcing/strengthening community resilience to disaster.

This training was for the course participants to be able to facilitate the PASSA activities and manage the PASSA process at the community level.

Specifically, this taring aims to:

1.       Explain the purpose of PASSA and its place in shelter programs, and describe how it is supposed to work at the community level,

2.       Describe the PASSA methodology, including the purpose and process of each activity and the inks between activities,

3.       Explain essential shelter safety principles and how they apply in the local context,

4.       Outline the steps in each of the 8 PASSA activities and, materials required, Demonstrate the skills required for facilitating PASSA Activities

At the end of the training, participants are familiar with the PASSA approach and aspects of PASSA and be ready to implement and manage PASSA at a community level. Have a community implementation plan for PASSA and integrate it into existing programs/projects. Last but not least, participants have the ability to train the branch volunteers to increase the number of PASSA-trained personnel for VRCS. This would allow for a greater outreach at the provincial and village levels.

Public Health in Emergency (PHiE) and Epidemic Control for Volunteers Training in Malekula, Malampa Province

Epidemics are a constant threat to the health and well-being of communities, especially in areas where resources are scarce.?

What is Epidemics? Epidemics are often a symptom of underlying weaknesses in the health system or water and sanitation infrastructure; the challenges and effects of which are often exacerbated by poverty and inequity.

How it affect? Epidemics affect the security, social cohesion and economic prosperity of affected communities. Recent years have been marked by significant epidemics — cholera, plague, dengue, yellow fever, Zika, Lassa fever, MERS, Ebola Virus Disease and COVID-19, among others.

It is essential to plan and prepare for epidemic prevention and control. With preparedness, early detection and rapid response, it is possible to limit the impact of outbreaks by containing and controlling them before they grow out of control. Managing epidemics and preparing for them, or preferably preventing them, is a priority for the Vanuatu Red Cross Society across the country. A large part of this response to health needs in emergencies and epidemics is carried out by volunteers working in their own communities.

It is the volunteers’ presence within their own communities that ensures they understand and can better address the underlying risks, vulnerabilities and inequalities. Their competitive advantage is therefore their sustained and consistent contact with communities, which allows two-way communication and trust to be built – both of which are crucial elements for effective public health response.

The overall objectives of this training is for participants to understand:

  1. The basics of epidemics and why they occur

  2. Concepts of risk and vulnerability in relation to epidemics

  3. The role of volunteers in epidemics and how to stay safe

  4. The common infectious diseases that cause outbreaks in your country, and how these diseases are spread

  5. How to help authorities to assess an epidemic and implement appropriate prevention and control measures

  6. The basics of risk communication and working together with the community and

  7. How to use the ECV toolkit to help in your work.

Training methodology

The overall Public Health in Emergency (PHiE) training is designed based on the project output that links with the project objectives.

  • Lecturing Session – to help the volunteers develop understanding on the topics and its relevance to their performance as facilitator in the communities.

  • Discussions – the trainers and volunteers contribute in two-way communication to be able to improve the training process and also to allow volunteers to reveal their understanding and learning needs which they need to improve on.
